These instructions are designed to help a claimant file a court appeal, serve the appeal papers on the government, and do everything necessary to keep the appeal alive. The instructions DO NOT cover the most critical part of the court appeal—writing the winning arguments. That topic is far too complex to cover in a self-help manual.
A claimant who uses these instructions should try to find and hire an attorney to write the arguments. Only if that turns out to be impossible should the claimant attempt to write his or her own arguments.
